"Weak" Juvenile Justice Law Worries ECPPC

26 September 2000 - The CBCP Episcopal Commission on Prison Pastoral Care (ECPPC) and other groups working on the issue of child protection have expressed concern about juvenile justice act, calling it as "weak" and needs amendment.

The ECPPC, Coalition Against Death Penalty (CADP), Philippine Action for Youth Offenders (PAYO) and other groups had a forum last week and found loopholes on the Juvenile and Welfare Act, which seeks for justice system reform and keep minors from jail.

Also known as RA 9344 approved last May, the ruling also exempts offenders below 15 years from criminal charges. Those 15 to 18 may only be charged, if they committed the offense, knowing it was a crime.
