Upset by the crime situation and the uneasy feeling of the people of Townsville, Professor Utonium (Tom Kane) decides to create "something" bright and lovely: three little girls Bubbles, Blossom and Buttercup, from "sugar, spice and everything nice." However, the frisky lab monkey Jojo (Roger L. Jackson) upsets a bottle of Chemical X into the mixture that gives them superpowers not meant to be factored in and these cause the troubles that follow. Having no idea what they have, in their play with schoolmates, they unleash their powers and cause massive damage to the town. To their dismay Townsville turns against them, and the mayor has Prof. Utonium jailed. With him out of reach, who will look after them? After all, they are little girls who want to be loved. Will someone take advantage of their vulnerability? Will they learn from their experiences?

The Powerpuff Girls Movie is the translation onto the big screen of the very popular cartoon series on television. The girls are super fast, super active and they are projected as cute, attractive and colorful figures. Viewers, even the very young are easily caught up by the story transmitted in hyper action and deafening mode. The use of a new animation minimalist style takes getting used to, especially for those who have not been exposed to the regular TV series on a local channel.

Throughout most of the scenes, there is a threatening feel coming through that could make the young audience feel anxiety. The super powered three go through their motions—at play or at work—with such big-eyes shooting destructive lasers and at such frenzied speed, damaging anything in their way, that make them seem scary at times, especially in a darkened movie house. There is a saturation of violent acts carried out with a fierce vengeance by Bubbles, Blossom and Buttercup. What ideas could this transmit, especially to young minds? Could right and wrong or good and bad be affected by regular and continued viewing of movies and television containing such scenes?
